Oracles & Acolytes drop the dragons, and avies try to find them. Hiders attempt to drop dragons only when locales are free of ghosts and avatars.
If an avatar wanders into the locale while an Oracle or Acolyte is hiding, the hider may ghost off to another locale to hide the dragon elsewhere. Don't take it personally if this happens to you ... the hiders are attempting to be fair and avoid even the appearance of improperly distributing dragons.

Dragons may be hidden anytime from 12:01 am Saturday morning through midnight Sunday night
on the 4th weekend of every month.

Dragon Hunt Locales:

Dragons will be hidden all over Dreamscape and Second Kingdom.
